You should be able to use the "discuss" button at the foot of the page. Otherwise, there is a link in the top menu (under 'forum') to page discussion.
editing
If you are allowed to edit pages in this Site, simply click on edit button at the bottom of the page. This will open an editor with a toolbar pallette with options.
To create a link to a new page, use syntax: [[[new page name]]] or [[[new page name | text to display]]]. Follow the link (which should have a different color if page does not exist) and create a new page and edit it!

experiment
Members can create their own page/s if they wish, for example, to experiment with syntax and work notes into publishable form before creating a more public page. The following widget will create a page over which the creator has exclusive authorship rights. (Note that administrators and other super users have overriding rights, so please do not misuse this feature.)
The name you give the page will be preceded by user: That term is the name of the category used for members' personal pages. If you find yourself on a page created by another user, you will have to devise another name for your new page.
Page tags
It seems you have no tags attached to pages. To attach a tag simply click on the tags button at the bottom of any page.
